Config clean up and unification. The base servers were doing more than

they needed to and when all that was stripped away, they didn't really
need their own config files.
Now what little config they need is provided by the users of these basic
services so that said users can make their own decisions about where to
obtain configuration information.

Added character manager and character descriptions. Allow tile sets

that have no specified layer. Made the scene editor gracefully handle
the case where there are no valid tile sets for use with the selected

Added a config value to allow specifying the default tileset for

selection on editor startup. Set the row height for each row in the
tile table to an appropriate height for the tile in question, and
generally update the tile table when a new tileset is selected.
