Turns out when I went to use TabbedDSetEditor in my scary real-world
application instead of nice small test cases, I wanted to do fancier
stuff where I hide certain fields for some groups, etc. Break things
up into chunks so it's possible to override the various exciting bits
of functionality and do things like that.

easily break up gigantic lists of entries into smaller & more

* Use a transitioning flag in DatabaseConfigRegistry to indicate that it
should immediately write out config values after reading them in.

configuration information to other peers so that they all remain in sync.
Also nixed constructor arguments to the peer manager so that it can be created
at server construct time like all other managers and be available for the
twisty maze of inter-registration that takes place during the manager init
process.
