Ray Greenwell ff20abf27d Fixed parameter reading on Windows.
(We are parsing a URL, and even though it represents a file, it's still
a URL, so it uses the standard slash and not the microsoft slash.)
This will make SDK testing work on Windows.
We suck a lot for not fixing this sooner, but
- I didn't have Windows set up for development.
- It was broken for so long, we deprioritized and then sorta forgot about it.
This has been broken for over 5 months, when I last touched this file
to make it work on Macs.

Ray Greenwell 821760366f On the mac, using "open" to run a swf has the disadvantage of obliterating the
current directory. The current directory is set to /.
So we can't read parameters.xml out of the current directory and we can't pass
the current directory in, because if we could do that we wouldn't need parameters.xml!
GAH! So read parameters.xml from the same directory as the SWF, because
that's the only thing we can reliably know about.

Ray Greenwell 8d21a4e053 For some reason, content loaded into another SWF does not know its URL
until after the INIT stage. I don't think this particularly matters for
parameters, since if the URL is unknown it almost certainly means that we
will not need to do the custom parameter loading anyway, but let's just
make sure.

This also knocks a "known issue" off my list, and opens up the possibility
of remixed items loading content packs from a relative URL.
