Removed setVelocity() from the interface. Paths may or may not want to use
the notion of velocity and they can expose that interface to whomever creates them. We don't need to set the velocity in the abstract. git-svn-id: svn+ssh://src.earth.threerings.net/narya/trunk@1374 542714f4-19e9-0310-aa3c-eee0fc999fb1
